Global, sector-focused law firm HFW advised International Container Terminal Services, Inc. (ICTSI) Foundation on a landmark public-private agreement to acquire 7 million Covid-19 vaccines for a consortium of 300 private sector organisations in the Philippines.

The ICTSI Foundation entered into a unique tripartite agreement with the Philippines government and U.S. drugmaker Moderna.

The complex matter also saw the participation of Asia’s leading healthcare services provider, Zuellig Pharma, to transport and store the vaccine.

The deal brings the total number of Moderna vaccines purchased by the Philippines up to 20 million.

HFW advised the ICTSI Foundation on a wide range of issues including advising on the complex contractual chain, which involved multiple agreements for the purchase of the vaccines, the ordering and allocation of vaccines to the members of the consortium, and the logistics services to get the vaccines into the Philippines.

HFW’s team was led by Craig Neame and also included Catherine Emsellem-Rope, Peter Emery, Stephanie Koh, Nick Hutton and Courtney Campion.

Craig Neame, Partner, HFW:

“We are proud to have helped ICTSI on this important matter. This unique public-private initiative will help supply much-needed vaccines to the people of the Philippines.”
